I don't know much about Barry Allen (Wally where I rest my Flash knowledge) but if he's close to Wally and can IMP then he wins.

Everyone claims Surfer is near Flash speed because he can travel anywhere instantly through hyper speed but they don't realise that he does not have anywhere near the combat speed feats and his durability can only last so long against attacks that can 1 shot superman

Barry. Norrin was blitzed by Runner, who Barry outran, so he certainly can't react to a close range blitz. His best chance is an orbital stike, but without morals he'll just get speed force dumped.

SS is pretty fast. If you look at his planet search feat, it suggests he "thoroughly" searched the entire planet (Earth) before Doctor Strange could finish his sentence.

Earth is around 197,000,000 square miles. If we conservatively assume the whole feat took 10 seconds, then that means he searched like 550 square feet per Picosecond!

Considering that searching inherently requires an active thought process this feat suggests an extremely fast reaction speed for SS. Probably not as fast as a Flash but still much faster than many might think the Surfer is.

Yes I'm going to list a hundred people that Barry has fought right here and now, it was hyperbole, Barry has a stoic career of beating up tough guys that's all I was saying.

Thor beat Glory, Thor is far from a light weight. Generally when Thor has beaten SS it is because Mjolnir absorbs Surfer's attacks and because Thor is in a form of Warrior Madness.
