Widow can edge a W, as well as Zemo. Not sure really... But I'm leaning towards Widow in this one.

Baron zemo

Current Baron Zemo is probably just below Cap, and so is Black Widow. They are both older than they appear and very experienced. I would probably go Baron Zemo very slightly only because he has the reach and bulk advantage.
