Lex became a god powerful enough to mess with the functions of one of the Endless in the last pre-Flashpoint arc of Action Comics. I think it was the second last, before Reign of Doomsday.

Luthor's pretty dangerous. I still remember him taking down Nightwing. Then there was the Everyman Project if I'm not mistaken. Also, as a businessman who does shady things, he got away with a lot.

He did, then reversed his sister's condition again, under the token of Lex giveth, and Lex taketh away. It was in the Johns/Manapul Adventure Comics run.

That because someone is good at chess does not make them a skilled strategist when it comes to life. It kind of like saying that a chess grandmaster will be instantly good at Go. People over rate chess.
@Morpheus_: I read it because I read somewhere that Gaiman gave his blessing for Death's appearance there. Apparently Gaiman's approval is not all it's cracked up to be.
@CitizenBane: I read the same thing, I think it might had been Cornell himself that said it in an interview. Death's appearance wasn't poorly done, it just felt contrived overall.
While both get prep time I do believe Luthor is the more smarter of the two. Bane does have a high IQ and has outsmarted Batman who is considered the smartest hero in DC comics. Luthor brings technology an several high tech battlesuits that could give Bane a hard time. Now even though its not a punch fest the problem for Luthor is once Bane gets closed to him and grabs him. Luthor might be a genius but 1 or 2 blows from Bane will kill him instantly. So Luthor would need to keep as much space and distance between himself and Bane. Bane would win if the fight once he gets close to Luthor.
Lex Luthor has too much resources, I mean an entire country worth of resources. Even if their intelligence and prep skill is equal (which it's not), Lex Luthor still would win due to resource factor.
Lex wins and Bane becomes his henchman. Than, Bane somehow manages to screw things up (as he always does) and make whatever masterplan Lex had fail. The End.
