If he is at his weakest, it's unlikely he would get past T'Challa. If he were at classic levels all the way, I think he could at least reach the final day of the gauntlet.

How so? At his weakest he was still able to mist. Unless you mean Team 7....?

I don't think I really get the thing about him starting at his weakest level and then getting stronger. I can't think of 11 different power levels for him. I think I've got 4 in mind.

Nah, Backlash circa team 7 was more powerful than his most recent incarnation. Yes, he could still turn to mist but it was taxing to him (not to mention he was restricted to using it once a day) and he had suffered a seemingly significant loss in mobility and agility alike.
 
@Buckshot: Skimmed through it more like it, but yeah, I did check it out.
