Azula Vs Neji
In the first round Neji can use his Byakugan
and in the second round Neji's Byakugan has been disabled.
I am assuming Azula does not know about his blind spot. So I think Neji may be able to pull off both rounds. I do have limited info on Azula though

Neji takes the first match rather easily if azula has a chance to use fire and lighting he can easily use his absolute defense to block the attacks that come his way he can also use his eight trigrams empty palm to attack from far way he might even be able to push her fire attacks with that as well and as soon she is striking distance he could finish her off with eight trigrams 32 or 64 palms and seal her chakra assuming she wont be able to use her fire attcks after that since her friend did a similiar thing to her she she betrayed them....
The second fight might be harder because most of his moves require his bykugan to be active so he wont be able to counter most her attacks this also gives azula a huge lead since neji has really show cased that many new powers in shippudenbut im steal sure he could use the heavenly spin tech and the mountain crusher tech ass well without the byakugan active this is all I have to give....

Azula might win round 2but Im leaning morre towards neji

Also using the Byakugan gives him a 360 degree field vision with a 99% field of vision the only blind spot being his neck and spine but everywhere else he can see.
outside of that he's an extremely skilled Martial Artist or Taijutsu user in Naruto and is able to dodge many projectiles at fast sppeds.
Round 1 definitely goes to Neji. I think Neji can also win round 2 because I don't think he needs Byakugan to use his trigram technique or his absolute defense.

So basically a similar type of attack to Ty Lee's?
I wish I knew more about him, it's hard to defend against someone you have no idea bout.
Here's Neji using his absolute defense technique.
With Byakugan, he can see everything around him in a 360 degree circle (more of a half-sphere though)
Here's the weakness of his byakugan. A blind spot in the back of his neck.
Using his gentle fist technique through a web. He sends a bunch of chakra through it and into Kiddomaru, damaging his internal organisms. He was also severely weakened as you can see from all the blood and the hole in his arm. He did almost die after this because this was pretty much the last of his chakra.
He can see everything Hinata is doing.
Some explanation about the Byakugan
Fighting against Naruto, he hits all of his 64 pressure points.
I have actually decided that Azula wins round 2. Getting those scans made me think that Neji may not be able to use most of his special abilities since they require byakugan. He won't be able to see all her pressure points, won't be able to predict everything she's going to do, and will pretty much have to rely on his regular senses alone and I haven't really seen him ever fight without his byakugan.

he does not even need his byakugan because he can send his chakra into her vital orgians such as her heart, like when hinata's dad did to the kidnapper which is like instant death
Neji gets his ass handed to him.most of his attacks are close quarter combat types.he mostly blocks off chakra by making connection with vital organs in your body with Byakugan, I've seen him fight.While Ninja's are pretty agile and swift,they aren't Light speed. Even if he were to somehow get his hands on Azula he wouldn't affect her because Avatar characters don't have chakra,the use Chi instead.now some might argue that it's the same,but until stated otherwise it's most likely a different power source.
Another thing about Naruto characters is that if they use up too much Chakra/energy they become fatigued and they run out of jutsus since they can't access enough chakra.that 360 attack from Neji could only protect him for so long.If Azula is chucking blue flames and shooting tons of lightning at him,he's going to have to constantly evade her fiery barrages.
Azula is also very vile,sneaky,witty and very tactical.she doesn't fight fair at all and she's pretty smart and devious. Even though she is a human she has some pretty nice agility feats and h2h showings.
