Both characters have access to all their abilities.
Morals on. Bloodlust off. Fight takes place on a massive rocky beach with wide open spaces. This is a fight to a knockout or submission not death.
Who would win? Why?

why was this even made. flash stomps the entirety of the Avatarverse in maybe 5 minutes
Who would Flash tag Aang if the latter is the air. Moreover, Aang could create an omnidirectional earthquake to trip Wally up.
@frill_artist: Maybe it would be better if you edit the title to Flash (DCAU).
Beyond spite, wally west could LoLstomp avatarverse in literally one second, look at this scan and calculation courtesy of CitizenSentry
Flash travelled a distance of 70 miles each time to carry a person, or sometimes 2. So let's say on average he carried 1.5 persons each time. That means he travelled a distance of 70 miles 354,667 times. That brings us up to 24,826,690 miles. He does that in 0.00001 microseconds, which is 10^(-11) seconds. That means he was travelling 2,482,669,000,000,000,000 miles per second, or approximately 2.5 quintillion miles per second. That's approximately 13 trillion times the speed of light.
This needs to be locked for spite
@gxrevolution96: Oh and aang can't fly outside of avatar state and doesn't pop right into it, so flash would kill before he realises he's dead
@decaf_wizard: You're the one who bumped it...
@joewell: Not first bump, second
This is my reminder to never cross a bloodlusted wally west, he could stomp most of the dc verse
lol

He can if he uses an air spout, which has shown to do outside the AS.
Again, whats to stop Aang from creating an omnidirectional earthquake/rupture to counteract Wally's speed.
Sure, Wally is fast, But I don't see why Aang couldn't at least tag him with an attack like this.
is the earthquake spreading ftl?
Doesn't need to be. Wally needs the ground to run. No matter how fast he is moving, an omnidirectional earthquake/ground rupture will trip him up or disrupt his speed.
