Location:
A normal Pokemon-esque grassy field in a normal sunny day.

Rules and conditions:
Both trainers have all Pokemon they have ever had as of Pokemon Best Wishes.
Neither trainer is fighting to kill
Only one Pokemon can be used at a time
No items from the games (potion, rare candy) allowed
This a Pokemon battle, not a trainer battle. Only the Pokemon are fighting.

So: Who would win?

Honestly, I am surprised that no one has done this yet. These guys are classic rivals.

Yeah, probably, I just couldn't decide which.

Bulbabedia has a list of all Pokemon that both have ever owned, though.

If it's a free battle, Gary would win; if it were a League battle, then Ash would win. Ash has never (to my knowledge) defeated an important trainer in a free battle, be it a gym leader, rival, or anyone else important as his victories are always reserved for the main event. Just a rule of thumb of the anime series.
