I'll take Punisher. Better durability and strength feats, at least as quick on the draw as Arsenal, and much smarter in combat. Not to mention he uses guns (as opposed to arrows) and he's very accurate in his own right.

I do think people overrate arsenal on here he hasnt done anything of noteworthy he even got stomped by the guy who was suprised and unarmed in theas house, one shotted by nyssa

Punisher because of guns more experience and better skill.
