Arlong.. considering kuro is as fast as cp9 with his shakushi, it might be a problem. But with his low reflexes, that's not going to help much. Arlong is superior in strength, durability and most other areas. So going with him.
Lol at Kuro being as fast as CP9. Luffy already reacted to him and there is no way your convince me of him doing the same to a CP9 agent at that point.
Anyway, Arlong one shots. Kuro is a massive fragile speedster. He went down in like two or three hits.
