Aquaman summons a whale from the sea, tells it to shoot water from its air hole at Sandman, or just tell it to flop it's wet body on Sandy and let that be the end of it. Sandman can be apprehended with physical force once he gets wet, they are on a beach and Aquaman is a 100 tonner unlike Spider-man who whoops up on Sandman anyway.
Sandman will become absolutely huge once he absorbs that sand. At the same time Aquaman is very tough and resilient and can summon many creatures to aid him in whatever way. It will be very tough really. Sandman could win if he keeps pounding on Arthur I suppose. But Arthur is very smart and could probably think of a way to beat him. I'm split on this one.
@DedrabbiT: the sand can also become a liability if he accidently absorbs wet sand on the beach remember what happened when he work with Hydroman, he can;t just expel that water naturally. Aquaman wins.
