VS Aquaman has control over all sea life. Or does he? Will he be able to make Cthulhu (who is an alien sea god) bend to his will? The fight takes place in a remote part of the Pacific Ocean, near the sunken city of R'lyeh. Who wins?

The stories of Cthulhu don't really go in depth, but from what it does describe, Cthulhu has massive strength, a healing factor, telepathy, and is able to make people go insane.

Cthulhu is not a god of the sea. Cthulhu is beyond that. The sea is not his home, it's where he is sleeping for the time being. When R'lyeh rises above the waves again, he will leave the ocean and not return unless other forces find a way to force him back below it's depths.
As to bending to his will, as I understand, Aquaman's telepathy has been expanded to cover not only the creatures of the sea, but also those that came from the sea at some point in history, making it essentially every earth creature.
Cthulhu is not an Earth creature. In fact, as described, his body isn't even made of matter as we know it. His mind is so vast and different that when the stars were almost right, and R'lyeh rose only a little from the ocean floor, the world was swept into madness. People woke screaming from nightmares on the far side of the globe because of the faintest touch with his mind. He wasn't even awake and trying to do this, it was just a side effect of Cthulhu just being on this planet. Do you really think that Aquaman would be able to do anything but call to the ground and claw his eyes out while commanding his own aquatic friends to end his own torment by eating him if Cthulhu actually woke up and faced him?
