I could see him being on a top 10 most popular villain list not the most powerful.He is being set against some of the most powerful of DC's superheroes when he is suppose to be a threat to the X-men.

Captain Atom's not that impressive (I wouldn't put him above Superman), and everyone is saying he stomps.

No, he isn't. He is just constantly put in fights he has no chance in winning in. He is beginning to suffer from "Hulk Syndrome".
