Android 18 is inferior to Android 17. I'm basing my judgements off of the show, not the manga, just as a heads up. And I say this because by what I've seen Android 17 is stronger, faster, more agile, and a better fighter.

17 and 18 are equal. Their android mechanisms, power sources and everything that constitute them individually are the same. Only 16 is slightly more powerful than each of them. 17 and 18 are both easily classified as being stronger than SSJ and equal to SSJ2 as was obviously shown in the anime. This wasn't the case during the GT run where 17 and 18 fought for a moment and 18 lost for some reason. There was never any indication that 17 was upgraded until he merged with Hellfighter 17 so in reality the battle should have been a stalemate. 18 must be more of a tactician in battle considering she's still battled in a tournament after getting married faced 2 SSJ kids, used the Destructo Disc move and has experience with both humans and Saiyans alike because of the time she spent with them. With this in mind, she should be able to count more wins against 17 in a battle.
Fact is he's not. 16 is the Strongest of the trio, but just like Androids 13,14,15,19 & 20 he is a full mechanical robot. 17 & 18 is far superior to the ABSORBING Androids and even 13, 14 and 15. And they are the ONLY Androids that does not need to be connected to Gero's Main Computer. Because technically; 17 & 18 are cyborg enhanced humans. Therefore they think for themselves and learn for expierience.
But what makes both 17 & 18 Superior to all of them is basically off of one thing. UNLIMITED SUPPLY. They don't need to steal energy from anything.
Both 17 and 18 carry the same power level but never drain off of that power. For example Vegeta can throw thousands of energy blast and get tired due to energy loss. He would need to rest in order to regain that power loss. In contrast; 17 & 18 can shoot thousands upon thousands of energy balls and never get tired doing it, keeping each energy ball as powerful as the next and so on.
There are differences of the two though despite their equal Power levels.
17 is slightly stronger physically and has a higher endurance rate to damage, while 18 is slightly more agile and faster. Also;Both of them have different type of style and carries his and her own special attacks. 17 is known for his Forcefield while 18 is known for her Distructo Disc.
17 is always stated to be slightly superior. I dunno if their is a definite feat/statement to verify that, but I guess I will give it to him with very high/extreme difficulty. If he IS superior, the gap is minor.

What?! Equal to SSJ2... how about no? Not at all. Not in the slightest. They are stronger than SSJ but semiperfect cell was outclassing them easily, semiperfect cell was outclassed by Vegeta post training, who was stomped by perfect cell, who was outclassed by SSJ2. SSJ2>>>>>>>>>>>>android 18/17
theres actually a what if scenario in tenkaichi 3 if you still remember, where in android 16 time travelled back to the past to kill mid dragon ball kid goku. goku was recupperating from his wounds at the time (i think) and you're given control of android 8 to stop 16's plans.
17 is supposed to be slightly stronger but I dunno, 17 was more prone to gloating than 18 iirc. Either way it would bea battle fought tooth and nail and end up extremely close.
