No bloodbending,no waterbending,no gadgets.

Hand to hand? Batman.

He has 1000 styles of Martial Arts he has trained I believe.

Batman also has better Hand-to-Hand feats..So I give this to batman, 8/10

His primary fighting styles are 7.

And Amon has chi-blocking.

Ok, and? I don't think Chi-Blocking will do anything due to 1. Batman is not a bender. 2. His armour would protect him.

I still stand by my point-Batman wins.

Chi-blocking still paralyzes but Batman still takes this, Amon is up against a guy who has thousands of impressive unarmed feats.

I believe he has 7 primary styles.

And he has mastery of 127 martial arts. 1000 is a hyperbole.

But yes, Batman should take a solid majority.

I have read somewhere that Batman have developed his own fighting style using this 7 or 8 fighting style primarily so Batman is still unpredictable and he also brings variation in that fighting style according to time and condition.

But Batman still uses other fighting style too.

And here is the little paragraph from the comicvine's own Batman wiki information:

"Batman has been said to be trained in every martial art known to man, and out of every single one of those forms of fighting he knows 127 that are deadly. These 127 are the main forms of fighting that make up his normal fighting style. He is known to change his styles in order to become unpredictable to his opponents."

Yes, Well if we correctly interpret the paragraph posted then it implies that Batman actually knows every kind of fighting style known to man on earth but he relies on different 127 deadly fighting arts so he knows more than 127 other arts.

It means the Batman is the too much powerful with vast knowledge of all fighting technique, so skill-wise Batman is totally gonna rule on his any opponents.

I was gonna say Amon stomps with blood bending,but Hand to Hand Batman stomps,Amon without Bloodbending would have problem with Korra and Mako,he used t bloodbending to look like he was defeating his opponents in pure H2H,while in truth he was amping himself and sabotaging them(at least that was what seemed to me).
