Albert Wesker vs. Taskmaster
OK... here's how it is ... on paper, Taskmaster should make Deathstroke and Wolverine blush. In comic book reality? He's a jobber.
On paper, Taskmaster should be a superhuman martial god/killing machine and should take a majority here... the reality? Wesker destroys him.

Superior speed is different from teleporting.
Taskmaster is my favorite Marvel character, but over all I'm a fan of great villains, Wesker included, and will do my best not to cut him short.
All in all, I would call the events of this fight a 5/5, or at most, Wesker wins percentage wise with a 6/10 rating. (Six wins out of ten matches.) Solely for his super human qualities. Wesker, is an extremely talented shooter and martial artist, but he also has super human qualities that Taskmaster does not, giving him a slight edge over Taskmaster, who still would not go down very easily.
In his track record, or mainly, Resident Evil 5, we've seen that while he can easily dominate a normal soldier of extreme training (Example; Chris.) that it isn't impossible for him to get touched. Considering Taskmaster's own skills and his weaponry, getting a hit on Wesker with say, the swordsmanship of Black Knight or Silver Samurai, he could get a great competitive edge in putting him down.
Taskmaster is far superior to Chris and Sheva, and, while I gave Wesker that small advantage of being nearly as trained, but also Super human, let's not forget Taskmaster would be much harder for Wesker to shoot than either of them, (Who he never actually successfully shot in the game) with an abundance of unpredictable moves from heroes that would only make Wesker have a harder time hitting his mark, (the acrobatics of Spider-man and Daredevil for example.) Punisher and Bullseye accuracy, and let's not forget that when they eventually, and I assume it would end up in mainly being a physical hand to hand brawl, Taskmaster has the ability to, for a short time at the risk of destroying his body, go into double speed, allowing his own speed to amplify to near super human levels. If he had any time before hand to see Wesker in action, it would also become painfully clear to him where Wesker would go and how he would avoid during one of his 'teleportations'. (I know that he isn't actually teleporting, it's just Wesker moving quickly.) Let's not forget that, Wesker's hopping around and swinging around super human strength also wouldn't be anything new to Taskmaster, who's brawled with Asgardians and Avengers.
In short, Taskmaster has all the skills and talents to have the possibility of defeating Wesker. This fight is not by any means one sided. However, with the skill, the strength, and Wesker's very hard to kill body, Wesker has the edge. If I remember correctly, Wesker is also something of a genius intellectually, which I believe is what would aid him in getting the better of Taskmaster.
Once again, if this fight isn't a 5/5 scenario or a draw, I give Wesker that tiny victory score of winning six out of ten times.
Slightly overrated perhaps yes. But he does have some impressive feats. You did kind of contradict yourself though. You state how Wesker's overrated then follow up with Tasky won't win... curious.
