Seeing as how Ryu acts like a wood chipper to pretty much anything that moves, I'd give this one to Mr. Hayabusa.

Ryu could beat Wesker with his katana with no problem. he can tore Wesker to pieces. Let's see: Strenght Ryu can lift 25 tons and I think Wesker arrive max to 3/5 Ryu > Wesker

Speed: Wesker can dodge bullets from point black I suppose he is Supersonic or low Hypersonic mach 5, Ryu can cut rifle shots with sword and that is at least mach 7/8 Ryu > Wesker

Fighting skill: Wesker has military training, but Ryu is a super ninja and he is able to fight in h2h better than Wesker Ryu > Wesker

Resistence: Ryu in gameplay can handle rockets with low to mid lost of energy Wesker has hard skin and he can take rock with mid, but two rocket in a lava bath killed him so we have a spite here or Ryu is lightly favored. Ryu will beat Wesker with katana with little competion Doku is stronger than Wesker himself and Ryu beat him. So Ryu would win in a cubstomp. Without katana I give this to Ryu 10/10, he has ninpo and better tecniques like Swallow etc.

Lol in what world is Wesker even a match for Ryu.. Also, Wesker is MAYBE as fast as Ryu but hes not faster. If you actually played ANY of the games you would realize Ryu does allot of after images when using allot of his more advanced moves. This means hes moving fast enough to escape from sight. Watch this to see some of Ryu's moves, any time you see that blue afterimage it means Ryu is moving faster than the eye can track.
