Wesker loses every round. If it is current panther ( upgraded to where Phoenix Namor didn't KO him with a blast) or his enhanced self on par with Cap, coupled with his vibranium suit and things like energy daggers and anti metal claws, Wesker gets cut to ribbons.

@god_spawn: @nick_hero22: Personally I don't think namor hit black panther with everything he had. I mean when he fought storm in AVX he didn't show off that sort of durability. I think we should just assume he is at his enhanced levels he was before until he gets more feats with his current upgrade.
Panther handily. Sure Albert can shove his hand through a grown man torso but he ain't getting through that armor. Panther is fast to, once he gets his hands on him (and he WILL eventuality) it's all over, Wesker will be torn to ribbons.
Wesker seemed to be toying with Chris and Jill (and Sheva). He roughed'em up and then left. He's probably too fast to hit; those speed bursts were hella OP (and bad ass).
However, he's not getting through Panther's vibranium at all.
What?! Wesker stomps. Can dodge bullets with ease, impale people with his hands, survive in molten lava and grow a massive arm.
Black Panther can also dodge bullets. Black Panther can also punch through peoples chest (yes he's done that before). He can't regenerate but I am sure if black panther cuts his head off he can incapacitate wesker.

How could BP even touch Wesker, Wesker wont be messing around like he did to Chris (Someone he had history with) he would be straight in for the kill no messing around. Sure BP's suit would be taking the hits but as soon as BP has fatigued removing his helmet for an easy kill wont be a problem. It took two RPG's to the face whilst drowning in molten lava to kill Wesker. Unless your telling me BP can hit harder than that he doesn't have a chance.

Again Black Panther isn't so slow that he can't keep up with wesker. Black Panther was keeping up with iron fist who threw a volley of punches faster than eyes can track when they were both underwater. He's moved faster than eyes can track himself. Black has moved so fast that a teenage spider-man admitted black panther was faster than he is and asked if black panther was bitten by a raido active panther. Luke Cage commented he never saw daredevil move so fast when he mistakened an unenhanced black panther for daredevil. Even when he was unenhanced black panther has moved as a blur. Karnak is fast enough to casually slice bullets in two, but black panther was able to actually blitz him.

Actually, the more I think about this, the more easily I see T'Challa beating him.
In terms of speed, they are pretty similar as both can dodge bullets. It may look like Wesker has the edge in movement speed, but it's not much different to Panther's who has moved as a blur and also disappeared in front of a group of people. In terms of combat speed like punching really fast, T'Challa is definitely on Wesker's level, probably even higher. Wesker doesn't throw punches at blur speed, he only moves/travels at that level:
Whereas T'Challa has actually dodged faster than the eye punches whilst underwater, so he'll have no trouble reacting to Wesker's attacks. Furthermore, T'Challa has blitzed Karnak who can cut bullets in half, meaning Black Panther will be able to get his hits in.
We haven't even covered the fact that Panther's vibranium suit will make it very hard for Wesker to hurt him with punches and nigh-impossible to hurt him with bullets, while T'Challa's energy daggers will do a number on Wesker. On top of the fact that T'Challa is more intelligent and more skilled in combat, I can honestly see this as a stomp in Black Panther's favour.

Wesker might have the edge in movement speed, but Panther has also moved as a blur and faster than the eye. Panther has also blitzed casual bullet timers.
In terms of combat speed there's nothing to suggest he's faster. He only moves/travels at blur speed, he never punches or throws combos at that speed (your first gif proves this even further). Not that it would help much considering Panther has dodged faster than the eye punches whilst underwater.
Black Panther's vibranium suit, energy daggers and higher combat skill seals the deal.
