Alan is at normal pre-52 non-bloodlusted levels. He's not consumed by the Starheart. Doomsday... looks like DoS is too weak to face Alan, so lets say it's Hunter/Prey version.

It depends on what frame of mind you are talking about. Normally, in character, Alan Scott is just a Superman / Silver Surfer level powerhouse. The feat is question is from JLA/JSA: The Dark Things, and he did in fact solo entire DC earth, but it was not Alan Scott in character but Starheart in control.
Think of it this way, Alan Scott in him has one of the most powerful magic entity in DC universe, tapping into that power fully he is virtually untoucable by Doomsday level being, problem being Starheart is evil, Alan Scott knows that, and does not tap into power consciously because Alan loses control he gets taken over by Starheart and bam he is a villian.

BTW, even at "normal" levels, Alan is above the level or normal Green Lanterns and has a more versatile powerset. Also, his powers are magic-based instead of tech/energy-based like a GL.
