I'd say Surtur wins after a hard fight. This is not a stomp. If Surtur had the Eternal Flame as well, it would be more one-sided but still not a stomp IMO.

Starheart was warping entire universe while just breaking free from its dimension. That's far beyond Surtur.

@el-kun: If you are talking about Odin vs Seth, that was due to the fight affecting Yggdrasil.

Odin has never destroyed any galaxy till now. In fact Odin has more scenes of being below planetary level than galaxy level.
