@kfabz-23: Sam killed an amries worth of 4th echelon agents single handedly. He also infiltrated and Israeli special forces debit and took out all the members.
Fisher doesn't fight because fighting implies that the other guy knows that he's there. So if it were in the wild, one on one, Fisher has it hands down. Now if it were crowded, Agent 47 has the advantage because he can look inconspicuous and that can be something that Sam couldn't detect until it's too late.
@kfabz-23: Sam room out an entire rogue SAS group and took out and snuck into Guantanamo bay using only not lethal takedowns while they were all armed. Sam is far more efficient with unarmed combat and can take out a entire base with just his fists.
@monsterstomp: since the actual mission is about them killing the same target, my money is definitely on 47 because of his technique. 47 will be next to his target without his target even knowing, while Sam is sneaking trying to get to the guy 47 has probably already killed him via fibre wire.
And to be completely honest both these guys could get the jump on one another. But in terms of pure skill I think 47 edges it IMO.
Sam is 100% faster though, that is the only reason why he could potentially drop 47.
@sirbaronobeefdip: I'm not denying that Sam is better with close combat because he is, that's not even up for debate. But 47 style wouldn't even allow for them to get to close combat, Sam wouldn't even know that 47 is the person who killed.
Sam fisher has skills but 47 skills overwhelm even Sam's. See 47 skills wouldn't even put him in the position where he has to kill so many people unless he had to. The mission called "Run for your life" it shows how good he is even without weapons or even prepping for it.

Actually, Sam's mission is to protect the VIP whilst taking out the ICA agent as a secondary objective. Nothing he hasn't done before. Using a mission in Blacklist called "Private Estate" as a frame of reference. Not only does Sam easily infiltrate a heavily guarded mansion to get to his asset in the panic room, but Sam escorts him to safety while fighting off waves of Quds Force (Iranian Special Forces) operatives who're armed with cutting-edge technology. All Sam needs to do is make sure he hides the CEO while he takes care of 47. Given Sam's superior stealth tactics and gadgetry arsenal, I believe he solidifies a pretty convincing win.

Um, Third Echelon couldn't handle Sam either. The entirety of Conviction was about Sam going rogue and taking down his agency. Now he's currently the leader of the new department.

47's instinct isn't really a game changer. He can only predict where unsuspecting men will walk. He's never been up against someone with Sam's calibre of skill, so predicting him will be much harder.
@monsterstomp: I didn't play Convinction, it's an Xbox exclusive I'm a playstation guy.
If he could predict the movements of his enemies, he could do the same to Sam. Not only does he predict the movement of his enemies, his perception of time slows down. His speed is way above those of normal human.
@kfabz-23: Again, he predicts where unaware men will walk. Isn't that part of being covert anyway? Being able to predict where men will be so that 47 or Sam can find an alternate route and maintain their cover? I'd even go as far to say that all he does is learn the guard's route. So all in all its not overly impressive. Nothing suggests that 47 will predict Sam. Sam is far more unpredictable than some random guard walking standard patrol.

The fact that his instinct worked perfectly against an army of perfectly engineered assassins pretty much tells me it wouldn't be any different with Sam. It's definitely pure instinct because throughout Absolution he was improvising.
@kfabz-23: Are you kidding Sam's accuracy is way beyond 47s. Play the latest hitman and compare his deadshot to Sam's in Blacklist. Sam is way more accurate, faster, and can pull it off while running. All head shots without skipping a beat.

I couldn't find where it says 47 can slow his perception of time. You're going to have to be more specific with the reference, or just post the video within the correct time frame yourself.
47 didn't defeat an 'army of assassins' per se, and he never did so while predicting their movements. He defeated them because he had more experience, and was simply more skilled. Sure the instinct mechanic is depicted differently in Absolution, but it really doesn't mean much more than it actually is. Sam is pretty instinctive too, which is the same way Sam defeats a large mass of soldiers on the daily. Agent 47 doesn't really hold any technical advantage over Sam, whereas Sam has superior feats.
Fisher. Sam fisher post blacklist is just plain ruthless and efficient and I think it would be super close, but Sam is just too skilled all around. 5.1/10 Sam

My brother kept getting us into trouble. I always had to save his ass.
There was one time where he needed a medic. I bust through the door, knife the first guy with his back to me. Shoot the second guy dead in the head (who was alert). Run up the stairs, knife the third guy running down. Then popped a few rounds in the fourth guy. Felt sooo good!
On the mission where the doors are closing and you have to run while everything is falling apart, we kept failing, and I didn't know why. Turns out after several tries, I found out that my brother was stopping at every object, then clicking A to hop over. I had to explain to him that you could press A while running and that games are much smoother then they used to be.
Agent 47 has never missed a shot. 47 is stronger than Sam. Sam wouldn't have his sonar goggles, since the OP says that 3rd Echelon has tasked him to do this, and he didn't have the goggles when he was with them. Agent 47 may be slightly above Sam's level in H2H, see the Attack of the Saints trailer for Absolution if you want to know why. 47 is far smarter and more ruthless, so he would come up with a better plan than Sam, and would be willing to do more. 47 is better at using the environment to his advantage. 47 has some form of precognition, and can predict what is going to happen. 47 always remains calm, which would make it hard for Sam to spot him, and 47 instinctively knows when people are suspicious of him. 47 has a far higher pain tolerance than Sam, being able to tank multiple bullets and still carry on fighting. 47 has a minor healing factor, being able to fully recover from a gunshot wound in a matter of hours. Neither of them would be able to get any info on the other, since there are no records of either of them existing, and 47 is better at improvising. Sam only outclasses 47 in agility, and it is not by a lot. Even with Sam's superior agility, 47 has taken out multiple 48 clones at once, and in terms of physicals: Sam < 47 < 48. 48's are also far above the Splinter Cell agents that Sam took out.
