As for the fight, it's tricky. Normally I'd say Aang because of his agility and how hard airbending is to counter, but the fight is in the North Pole. Waterbenders are, quite frankly, overpowered when they are completely surrounded by their element. Likely as an offset to them being so easy to separate from their element.
Round one I'll give to Aang for the majority. Maybe 7/10. Katara has proven herself to not have the best aim against highly evasive opponents like Ty Lee, and Aang is just as good an acrobat as Ty Lee is thanks to his airbending. Katara also taught Aang waterbending, which means Aang is intimately familiar with her waterbending forms and techniques and has experience sparring against her using her element. Katara, however, has never sparred with Aang while he's using his airbending as far as I can remember.
Round two is much closer as Katara gets so many environmental factors to boost her performance. Remember, the difference between the moon and no moon is basically the difference between beating Zuko and losing to Zuko, and when she had the moon AND was in the snow she one shot Zuko without effort. Both of these factors are substantial bonuses. So I'll give it to Katara 6/10.
