I'm not sure if this question has been asked before but besides the Joker, which villain is Batman's next best arch-nemesis and why?
Who is Batman's second greatest enemy?
Oh, this has definitely been asked before though perhaps not recently on this particular forum. Most will say Bane since he broke the bat. Scarecrow, Ra's and Two-Face and Two-Face always get some nods. As for which villain is most entertaining, I'd say Two-Face when well written. As for who is the greatest threat, I'd say Ra's since he could easily undermine all Bruce has created. As for best villain, I, and I alone, would actually say Penguin since he is the only one who routinely gets away with his crimes.

Nope the same cant be said for Bane cause Bane is consistent,unlike Harvey Bane is evenly matched with Batman overall if you take their encounters in to consideration.
Ra's is probably Batman's greatest enemy other than Joker. Hush is on the list too. Here's how I'd put it:

- Two-Face
- The Penguin
- Hush
- Bane
- The Riddler
- Poison Ivy

This, just switch Poison Ivy with Mr. Freeze. Ra's Al Ghul is definitely second.
Ra's al Ghul because he is Batman's equal in many ways. Both are highly intelligent, highly skilled in combat, and have vast resources (money/power).
Penguin.
Ra's? Sorry people, he's a great, although boring, character and all, but there's like one Ra's story over the years, between every six Jokers, three-four Riddlers / Two-Faces / Scarecrows, and recent and for several years, seven-eight Penguins. Even Clayface, whom I definitely would not say is Bats' greatest foe, due to his brutish nature, like Penguin, has lately been seen almost every month somewhere, while Ra's? Until Batman Incorporated 10, last seen to my knowledge, issue 2, and did not do anything remotely menacing to Bats in both!
Obviously Kite Man.

Bruce Wayne's greatest enemy is Alfred Pennyworth, who rather than seeking psychiatric help for his adoptive son who was suffering post-traumatic stress after watching his biological parents gunned down in front of him, encouraged Bruce to dress up like a bat and beat up the poor, the deformed, and the mentally ill.
This is an odd question seeing that its assuming Batman's number one villain has been decided.
pretty much everyone considers Joker as his no 1 enemy. Who do you consider he's 1,2,3?

Ra's Al Ghul, his ideals of basically destroying the world when he claims to be protecting it is a good opposing force to his. But Two-Face reveals his nature of duality which is also deadly. Then there is Scarecrow, whose using Batman's idea of fear but putting it to full extremes. So I would think those three. But Riddler's constantly toying with his mental state much like the Joker is also deadly.
So maybe

- Two-Face

- Riddler

Maybe Hush...Ra's is a good choice, but he's motive is to destroy mankind...Hush wants to destroy Bruce Wayne's and Batman's legacy. Considering that other villains don't know his secret identity, and other villains haven't known Bruce since his school days, Hush is a good answer.

Um what exactly is this supposed to mean? having a break between stories actually gives the villain credibility.Penguin may appear often but last time I checked Ogivly humiliated him and he was also only a sidekick in DOTF.

If Bane loses out by virtue of having supposedly only one good outing(which is false) then Two-face loses out too cause his showings dont even come close to that one.

Bane had great feats in Knightfall and that's it. Vengeance of Bane was not a great story for him because he got humiliated by Batman. Secret Six was awesome but don't get me wrong, the subject is the second best Batman villain and not the strongest villain. We can't take his feat in Secret Six because it was not against the Bat. Finally, his new 52 version is horrible.
Long Halloween, Dark Victory, Faces and Face the face >>> Knightfall IMO
Two-Face also has a dramatic connection with Bruce and it bring better stories.
If you can give me some other stories where Bane fight Bruce, then i shall reconsider my opinion. Until then, Two-Face is the second greatest villain of Batman IMO.
@cheesesticks: I'm not sure what your trying to prove by bringing up those stories,nothing Harvey did in any of those arcs comes remotely close to what Bane did in Knightfall,Legacy(Bane of the Demon,Bane),Azrael and Vengeance of Bane(1 and 2).
Also I'm not sure what Vengeance of Bane you're referring to cause Batman has never humiliated Bane aside from the terrible Superman/Batman series which was non canon.
New-52 Bane is pretty cool actually when he's written by Tynion and not David Finch(who I'm pretty sure wrote a lousy Two-face,or should I say One-face).
Face the Face was an average story,TLH and DV are Jeph Loebs non sense mystery stories with entire scenes ripped from the Godfather franchise and Silence of the Lambs.Not to mention they're practically the same stories,atleast Bane stories are original.
Ra's.
Bane is third, but he's a bit too perfect as a villain. Though it's impressive that he's stayed relevant while his "counterparts" in Venom and Doomsday stopped mattering years ago.

When I say "greatest arch-nemesis" I don't focus solely on physical or mental prowess, I meant it to be more symbolic and being that the Joker stands for everything that the Batman is against I consider him to be the Batman's greatest arch-nemesis. The beauty of Batman's rogue gallery is that each villain has their own unique theme that makes them appeal to separate fan bases (Joker=chaos; Scarecrow=fear; Two-Face= dual natures of man; etc.)
