Black Mask or Penguin. enough ventures that you could possibly not have to be a goon and move up successfully. If your a Black Mask goon your gonna die.
@saren: Do you have any examples? I feel like Penguin could be a really good bro if someone would just be nice to him, like I'd would redbox some movies and pick up some White Castle and then he'd be a good guy.
Bane. Least likely to be killed for something frivolous (Joker and Two Face) or just betrayed or killed for failure (Penguin). Instead, you'll possibly be rewarded for loyalty and strength. The only problem is, he rarely commits crime for wealth. So, maybe the Riddler? At least you'll a good chance for all the banks and museums he's always after.
@keenko: There was one example recently, I can't remember which book, where Penguin was in some sort of danger and he told his bodyguard to leave for his own safety, but the guard refused to leave because Penguin had always been good to him when he needed help and so he wasn't going to desert Cobblepot now that he needed the help. Penguin mostly kills people who betray him or steal from him. In Eternal he fed one of his employees to an elephant seal because the guy was stealing from the Iceberg's casinos. If you're incompetent he might chew you out or kick your ass out, but Bane will crush your head in his fist for incompetence.
The Penguin's gang probably. I mean he's the only one who wouldn't kill me if I do something wrong,even something small,and if I am a good employee he will take good care of me.

That's kinda giberrish. I mean if you are incompetent and you fail even slightly you will be brutally murdered. While if you work for the Penguing you would be treated quite nicely.

Well he treats his men fairly so they respect him as well as fear him, he's smart to keep the GCPD in his pocket and gives Batman enough info so they leave him alone and let him continue his legitimate businesses and he's smart enough to not outgrow his own rackets so other gangs don't find him a threat. I don't seen any other criminals do this.

Various other gangs have all had their hands up the GCPD at different points of time. Falcone currently pretty much owns the GCPD. Pre-Flashpoint Gordon only became Commissioner because Falcone's death sent the Gotham mafia into chaos and loosened the mob's control over the GCPD. As for running legitimate businesses and fending off the cops and Batman, others like Black Mask have done the same thing. Batman doesn't leave Penguin alone anyway --- he's tried to have him locked up in Blackgate several times but failed due to Penguin's high-priced lawyers; most recently Emperor Penguin had Cobblepot's lawyers killed and Batman felt the situation provided the best possible chance to have Penguin finally put behind bars. It's not so much that he's smart enough not to outgrown his rackets as it is the fact that he's afraid of that kind of confrontation, particularly when he's not sure he can win. Of all the criminals in Gotham, I don't think anyone else has lost and regained control of their organizations as many times as Penguin has. His strategy is usually to let the big players arrange the map and then side with whomever seems strongest.
Probably Penguin. I would say Bane, but venom makes you go insane after a while. Catwoman would be nice at least is usually on Bats good side and I would probably get laid..lol
