I was actually thinking the exact same thing a while ago. I really hope Snyder realizes this or else he's going to have a huge plot hole on his hands.

Is there chance that is Curtis Base back... At last its not revealed that he really die ! Only that acid eat him... and maybe acid just ''eat'' his skin... so he can now be, same like Joker, without face...
When Dollmaker cut Joker face... it look like, that Joker dont have any problem with that, even he wanna that:.. if he dont want his face, why he latter going to back his face ? He dont want it ! But someone else want, Curtis Base... if is that man still live, and somewhere around, he will kill for the Joker face...
Or... to answer on question why he cant/dont regenerate face.... Maybe just... because he dont have that powers ? Maybe all this time it dont was the Joker, but Curtis Base ! He trully dont have a Joker powers, and he dont have healing factor :D

Dekker said that it only happened in cases of catastrophic damage. Dollmaker probably cut his face with enough precision to avoid catastrophic damage. Catastrophic damage probably refers to cases where the joker would die if he hadn't heal himself.
Well they said in Batman #38 that the regenerative thing in his blood only shows up when in extreme danger. Considering joker got his face cut off willingly and it wasn't at all life threatening, there was probably no need for him to regenerate. It is also possible that it might all be a trick still too, unless I'm missing something.

That actually explains why Joker wanted Dollmaker to do it and not his son. Remember, Joker mentioned that he only wanted the best to cut it off for him, and when Dollmaker sent his son to do it, Joker killed him because he saw him as second rate, and so he had himself captured so that Dollmaker could get to him and used his expertise to carefully cut off Joker's face while avoiding catastrophic damage. Joker couldn't risk someone else cutting off his face because that would cause him to heal and that would in turn ruin his plan at the time.
