Most probably, Bats, among new and old, already has all villains that he need, but...try to imagine someone else. What kind of new villain would you like to create for Batman? What kind of powers and/or skills should have? He should be a scientific genius or strategist or both?

I think Batman should fight someone totally out of his league. Like someone with really good superpowers. Then we can truly see if Batman can beat everyone ;)

Hmm...I'd always thought taking the whole elemental bending thing from Avatar: The Last Airbender, and implementing them into a Batman villain would be cool. Just think about Batman going up against a water bender. Would be something to overcome.

Or maybe a villain that constructs crazy Goldberg Machines for every villainous act he hopes to fulfill? Batman would need to stop the intricate machine before it executes the villain's plan, and also try to catch them in the process. Might be interesting to watch, and definitely sounds like a lot of the silly villains Batman already has (like the Clock King).

Vilains of upper level of Superpowers and with a little different types of Superpowers, I'd take inspiration from Spidey and Flash villains.

Batman recently has fought Ignatius Ogilvy, enhanced with the Man-Bat's serum and Venom, but in the second fight, Batman beat him easily with a few gadgets. Yes, Batman need a powerful villain, with some kind of super-powers.

Nice. a water villain. Yeah Batman could have more super powered people (like Clayface) so that way not all of his villains are psychological.

Well, we have to remember that Batman has Clayface and Poison Ivy...very powerful and versatile villains..

I thought his latest encounter against the new and improved Clayface in Batman #20 was actually quite a good showing against a "super-powered" being. Bruce even started out at a disadvantage and didn't have any of his standard Bat-gear.

But yes, I'd like to see a full-on battle where he comes out on top against a villain in roughly the same power tier as Wonder Woman, Flash, or Superman. It could definitely be written in a way that is believable.

Or just give us Luthor Vs. Wayne in a battle of wits.

I personally think he has enough villains and that he probably needs to get rid of a few, but I would never say never. If a writer has a great script that involves creating a new character, they shouldn't feel that they can't tell their story because Batman has too many villains. Writers should not let an overloaded rouges gallery get in the way of artistic freedom and a good script.

@alexander505: A serial killer that batman would have to track for a long time using true detective skills, needing informers and all. Or a new asian mafia that tries to instores itself in gotham. Very talented with martial arts and asian swords.

The Sandpit Sentinel

Clayface and Poison Ivy do indeed reveal that Gotham City is well-stocked in terms of criminal mania.

However, it can also indeed be argue that clever comic book writing should inspire personalized creativity, so what do laymen think are potential new Gotham symbols of criminal insanity as extrapolated from already-established evocative super-villains?

Batman (DC Comics) is, after all, all about criminal insanity, so the more we can entertain our intellectual instincts about this theme, the more we feel like comic books represent real pedestrian demonology.

How about a new Batman nemesis who kills corrupt politicians and makes the murders look like suicides? Although Two-Face already does this sort of thing, we can imagine a new rogue villain, perhaps even a woman, named Arachnophobia (male) or Siren (female), who challenges our notions of sadism.

Here's a few:

Katergar/Peter Solomon - A Catholic priest who grew up with an incredibly repressed childhood, who is constantly tempted into sin and debauchery. One night, after giving in to his vices and murdering his high school tormentor and his wife, after molesting her, Peter goes completely unhinged and renounces God. Chased after by the police and the Batman, Peter calls upon the Devil to save him, if he exists, and ends up hiding in an old molecular physics lab. However, found by the police and in a fit of panic, Peter accidentally activates one of the older machines, which blows up the lab, killing all the officers. But Peter? He is spared...and turned into a deformed freak, who looks like an ash-skinned demon with blood-red eyes, and new powers. Believing that he was spared by the will of the Devil, Peter pledges his allegiance to the Prince of Darkness, and takes the name Katergar, casting aside his human past. Now completely unstable, Peter sees the Devil's messages to him to carry out horrific deeds in even something so mundane as street graffiti...or is it everyone else that simply cannot see what Peter can see?

Powers & Abilities - Ash-black skin, blood-red eyes and sharp fangs, as well as a powerful tail, capable of snapping a street light in half. Also possesses a poisonous breath, has skin that's too hot to touch, and the ability to teleport distances of up to thirty meters, however he needs a pause of three seconds before being able to teleport again. Has a weakness to cold.

Crossbones/Quentin Bones - A fairly successful bank robber who found his criminal golden days come to an abrupt end after the appearance of the Batman, proving no match for Gotham's Caped Crusader. Desperate for anything to give him the edge that he needed in order to avoid having his bank robberies be foiled by Batman, and pay off the crime bosses whose debt he was in, Quentin participated in an extreme gene modification experiment by Hugo Strange, who use a variation of Dr. Death's bone-growth serum, which was ultimately successful. Empowered by his new abilities, Crossbones went to rob the Gotham National Bank, full of confidence. However, even his newfound powers proved useless against Batman, who still defeated him. Now at his wit's edge, Quentin has resolved to form his own gang, the Jolly Rogers, in order to establish himself as top dog in Gotham, and avoid a horrific fate for not paying off his debts. Only time will tell whether he is ultimately successful in this endeavor...

Powers & Abilities - As a result of his genetic modifications, Quentin now has bone growth all over his body, giving him a hideously deformed look. In addition, Crossbones now has the ability to extend or shrink any bone on his body as he wishes, as well as fire pieces of them as high-speed projectiles. He also possesses a regenerative factor, allowing him to heal from most injuries. He is also skilled at lock-picking and network hacking, is a decent marksman and explosives expert, and used to be a drag racer.

The Triple Threats - A set of triplets who were born with a unique condition known as triaflegic divarianism, where they were each born with one third of a larger brain, all of which nonetheless operate as part of a whole. As a result, the triplets George, Simon and Ian Rochester are quite literally a hive-mind, incapable of independent thought. Unwanted by their wealthy parents, who thought them to be retarded, the triplets were given away to an abusive orphanage, where their psychotic tendencies quickly came to the fore in their treatment of other kids. Eventually running away at the age of thirteen, the triplets resurfaced in Gotham years later as the notorious gangster Georgie "Flaps" Grimes, the cunning media mogul Simon J. Thompson, and the powerful tycoon Ian Maxwell proposing a new transportation system between Gotham and New York. What no-one suspects is that all of them operate as one individual, albeit a very intelligent and ruthless individual with a horrific secret and ulterior motive.

Powers & Abilities - While they each possess only a third of it, the Rochester triplets' larger shared brain is much more intellectually capable than that of an average human being. As a result of their connection, all of their skills, knowledge and even sensations can be exchanged between the three. However, this can sometimes prove their undoing, as they are all effectively one man who must remember that he is actually three different men, as exploited by Batman when him using specialized nerve strikes on Simon incapacitated George, when Ian began accidentally talking about things with Simon's girlfriend that only Simon and she would know, and when George, during a confrontation with Batman, began using identical mannerisms and speech patterns to Ian. As a result of their greater intellect, the triplets are gifted engineers, accountants, marksmen, tacticians, manipulators, hackers, and swordsmen, among a plethora of other talents.

Marcus Steele - A wealthy and innovative industrialist specializing in robotics, Marcus quickly became rich through his revolutionary advances in androids and cybernetic body parts, as well as power suits for the police. Along with Bruce Wayne, he launched a joint venture called "Brave New Gotham" which was aimed at pushing the City of Crime into an urban renaissance, with grand skyscrapers, futuristic transportation, and a safer populace. However, these soon came under attack by terrorists and criminals using technologically advanced gear, prompting a furious debate on whether Gotham's future could be preserved as crime-free. Marcus introduces his latest invention - a peace-keeping, highly advanced robotic guardian, designed to protect the people of Gotham. Meanwhile, Marcus' attempts to clear away the greenery of Gotham raises the ire of Poison Ivy, who wages war on him. With more terrorist attacks, Marcus pushes for harsher and harsher measures in Gotham, leaving Bruce concerned as he begins investigating the origins of the terrorist leader, the mysterious "Raul Secemtes", as Marcus is elected to a leadership position. It is eventually discovered that the attacks were false flags designed by Marcus to instigate martial law in Gotham, fueled by his childhood desire to protect his loved ones, and a reflection of Batman's own fascistic tendencies. Raul Secemtes is merely an anagram of Marcus Steele, and the technology used by the terrorists was provided by Marcus himself. Batman eventually defeats Marcus with the help of Poison Ivy, noting in the process that Marcus, much like Ivy, holds little regard for people, merely using the "safety" of Gotham as a shoddy pretext to work out his own personal issues and inability to let go of childhood traumas.

Powers & Abilities - Marcus is secretly a cyborg, having been saved as a boy from death via a horrific tragedy by his uncle, who also specialized in robotics, by being fitted with cyborg parts. His psyche, barely healing from the murder of his entire family, is further shattered when he witnesses the torture and murder of his uncle by gang thugs, while he is helpless. Over-time, Marcus modifies his cybernetic implants so that they are effectively invisible - much like a Terminator, his entire outer appearance is that of a human, but inside he is all machine. Marcus is also capable of effectively "turning" himself "inside out", where his robotic parts move to the exterior and his human parts move to the interior, giving him a more robotic look. He uses this partially to fake the appearance of the cyborg man Raul Secemtes, but Batman quickly notices the similarity in certain visible facial characteristics. In addition, Marcus is given away by the fact that his skin is almost always cold, and he has no pulse - almost all of his body is metallic, as Batman notices. As a cyborg, Marcus possesses a variety of in-built functionalities, including a self-repair mechanism, radio controls to send commands to his robotic henchmen, and a variety of weapons. In addition, Marcus seems to distrust most humans, noting to Bruce that he prefers robots "because they do not question, they simply obey". Marcus is also a scientific and engineering genius.

The Temptress/Angela Quinn - A beautiful young woman with an enigmatic past, since no one knows where she came from, or what he ultimate motive is. First appearing to a young Alberto Falcone, now disgraced and desperate to reclaim power in Gotham and restore his family's name, the Temptress promised him all of that...and more. Alberto got what he wished for - exactly what he wished for. Now the most powerful man in Gotham, Alberto finds himself the target of constant assassination attempts, a rebellious populace, and jealous underlings. The Temptress merely explains that what everything good comes with a bad - and that if he wishes to have the good, he must be prepared to take the bad. Eventually Batman resolves the conflict, but is unable to find out anything more about the Temptress, who merely appears to those she finds of interest, and grants them their deepest wish - in the most twisted and horrific fashion possible, whether it be a socially isolated boy wishing for popular friends and a beautiful girlfriend, or a newspaper editor with a traumatic past wishing to change his history. The only thing known about the The Temptress is a possible connection to a young girl named Angela Quinn - who died of cancer in Tennessee eighteen years ago. But is Batman's hunch correct? Or is The Temptress an entity beyond his understanding?

Powers & Abilities - Seemingly capable of altering reality itself, the extent of The Temptress' full abilities remain mostly unknown. She gets her name due to the temptation of fulfilled dreams that she provides to those who are truly lucky enough to be graced with her presence...or perhaps, truly unlucky.

Batman Writers, if you're reading, feel free to borrow these ideas. I literally just thought them up in the space of 30 minutes. Just be sure to give the old Orange Bat some credit, eh?

Shit, I could keep going:

The Leviathan/Oliver Arks - A mentally ill aquarium worker who desired nothing more than to become a creature of the sea, imagining an idyllic life away from human worries and catastrophes. Begging a biologist recently fired for ethical misconduct to turn him into a sea creature, Oliver got his wish...but the operation was botched, and instead Oliver was left as a half-marine, half-human monster, unable to truly fit in anywhere. In a fit of rage, Oliver goes after the biologist, but is subdued by the Batman. Eventually, Oliver comes to the attention of Achilles Milo who offers to complete his transformation...and ends up transforming Oliver into a mindless, kraken-like monster completely under his command. Attacking ships and coastal installations around the area, the government eventually gets involved, and in usual bureaucratic fashion eventually settles on nuking the whole place (mostly because of corrupt assholes in the top Army brass) to hell and back. Batman stops them, and Milo, freeing Oliver from his control, but Oliver escapes, his human side taking over for a brief moment as he swallows the bomb to save Gotham. It is unknown if he survived, and is simply hiding at the bottom of Gotham Bay.

Powers & Abilities - Initially, Oliver's transformation meant that he was merely a deformed, giant-size human with gills, tentacles, fish eyes and fins. After Milo got to work on him he became a full-on biblical nightmare monster, much like...you guessed it, the Leviathan.

Nope, Batman already has tons, and they are all mostly very capable, its just that writters have them jobbing almost everytime...if i was a writter and i decided to make a character job out to another, i could literally make any character look weak...Lady Shiva has all of the fighting-skills in the world, The Joker is a mad genius just as much of a threat as Lex Luthor and probably even worse because he's more unpredictable, Ra's All Ghul has centuries-old knowledge and fighting skills plus a whole army of ninjas under his command, Clayface and Poison Ivy already require prep and/or gadgets to beat, etc...basically, Batman doesn't need better villains, because there are no more possible better villains for a street-leveler, he needs writters to write the villains properly.
