I try answering this....
1] He colored the eye portion red first.
2]He added a new layer on top and then made a blob of red with a large-sized airbrush. That gave the red dissipating effect.

spawndon is right, it's all about layers... 
 
I have one layer for line art.  
Below that I will usally have seperate layers for each colour.  
As for things like the glowing eye or the glint on the knife, as spawndon said, I will have layers above the line art layer and use an airbrush and sometimes use different blending options.
