Can Someone Help Explain The Rules To Me?

I read through them but i just don't understand. The main thing i wanna know is can i make a contest. I had a cool idea for one but do i have to do something special for it to be oficail or can i just start one up? Thanks for the help

I'm pretty sure you can just make one, as long as it original.

You're going to need to lay out clear rules for what's going on in the contest and a deadline that works for people.
