A question about Abomination

Why did Marvel create Abomination to be stronger than Hulk, but can't get any more stronger as the battle goes on? I know that he has Hulk's power on him, but what if Marvel could've made Abomination a character/villian who could get stronger just like Hulk when he continues fighting? Why did the creators made him the way he was?

I think it's because gamma rays(like cosmic rays pace FF) affect each individual person in different fashions- pace not just Hulk, Abomination, but also the Leader, She Hulk, Doc Samson et al!

IIRC it's because the gamma rays affect each person differently, guys like She Hulk, Doc Samson, Hulk and Abomination gained there appearance based on their personality's.
