The Tick "releases" himself from a padded cell and a strait jacket to fight crime in the city. Unfortunately for Tick and The City he is unable to recognize the crime around him. Luckily he can stop it anyway. Some of the confusion happens with the Tick's surveillance view finder camera.
Afterwords the Tick goes to a diner that looks exactly like he 1942 Nighthawks painting by Edward Hopper. He has some funny conversations with the characters in the painting and ends up hyperventilating himself and passing out as he breaths in and out through a straw.
He wakes up in a subway and thinks he is in the belly of a whale. Caped Wonder tries to save him and hilarity ensues. A relationship for the two is set up for the future.
