Brainchild Charles reprograms his nanny's brain to become a rampaging tyrant in the City. She takes the Tick captive and Charles changes him into a two-headed bird in hopes of auctioning the hero to the highest bidder.
Arthur rallies some local heroes that manage to infiltrate the auction. The Tick is returned to normal and helps to take down the bad guys. The fight is ultimately broken up when Charles's parents return home.
