This issue focuses on the origins of Wally West and Barry Allen. It starts with Wally West talking with his shrink about his feelings of inadequacies and having to live up to Barry Allen's memory by showing all the important points in Wally's life as Kid Flash all the way up to Barry Allen's death.
The second half of the book deals with the origin and important story points of Barry Allen, and how his powers affected his life. Even how he accidentally affected Wally West in how he got his powers. Barry Allen is reading a Jay Garrick (Flash) story that was in Flash Comics.
