Shortly after Daredevil defeated the Kingpin and shattered his criminal empire, The Foreigner banded together a group of Super-Villains to help him seize control of the remnants of what remained of Wilson Fisk's criminal empire. The group of villains were defeated by the unlikely team of Spider-Man and Blood Rose, not to mention the then mysterious hero Nightwatch. The team has not since teamed after their defeat.
Creation
The New Enforcers were created by Terry Kavanagh and Alex Saviuk in 1993 and first appeared in Web of Spider-Man # 99.
