Loomis is an army buddy and mentor to Cosmic Boy since the Braal-Imsk War who allied himself with the reformed Legion of Super-Heroes to maintain their headquarters.
Loomis met Cosmic Boy during their service in the Braalian army. Cosmic Boy did not care for Loomis at first, but came to respect him when he realized that Loomis simply treated him like everyone else, and gave him no special treatment due to Cosmic Boy's past accomplishments in the Legion.
Loomis is a master of improvisation in engineering and repairs, and can build a fusion sphere out of starcruiser scrap. He acts mostly on instinct, going with whatever idea pops into his head, and is usually successful in this manner.
Loomis is missing his right arm, due to an injury during his army time. He also no longer has magnetic abilities.
