    Kent Palmer worked for Mayor Gedder of Century City before it was discovered that he stole over $300,000 from the Inner City Development Grant Fund. He was not layed off, but the mayor asked him to resign to take the heat off of them. Palmer did not take this well and sought revenge and planned to take over the city himself.

    Kent released a killer named Mister Jenson to assassinate the mayor dressed as the Green Hornet. He then used the Hornet as a scapegoat and began a manhunt. The Green Hornet was able to stop Jenson and Palmer, who was arrested.
