    “FORCE OF NATURE.” The Red Tornado’s body has been destroyed. To survive, his android mind has to occupy a trio of weather satellites. He uses these to construct a new body from the elements themselves. Will his personality survive this metamorphosis unchanged?

    Aboard the heavily damaged satellite headquarters of the Justice League of America, the Red Tornado seeks answers concerning his true nature. The Red Tornado's quest causes even more damage to the satellite, resulting in it's fiery descent to Earth. Having plotted the satellite's trajectory, the Black Canary, Firestorm, the Nuclear Man, and the Green Arrow, journey to Detroit, to keep flaming, falling debris from jeopardizing civilians. J'onn J'onzz, the Manhunter From Mars, Steel, and Vibe do the same. The crisis averted the former members of the Justice League of America meet their replacements. A heated argument quickly breaks out between the Green Arrow and Vibe.

    Firestorm, the Nuclear Man, and Steel, also nearly come to blows. The Martian Manhunter recovers the Red Tornado's remains. Kathy Sutton returns home, to find the Red Tornado reaching out to her, through her television. The Elongated Man and Zatanna, are summoned to S.T.A.R. Labs' Weather Research Center. Three weather control satellites have been commandeered by an outside force, resulting in aberrant, and dangerous, weather patterns throughout the world. The Elongated Man transmits the self-destruct codes to the satellites, only to see the violent weather patterns target the research center. A warp in space opens above the research center.

    The Justice League of America show their former members around their new headquarters. Dale Gunn cannot even begin to repair the Red Tornado. Firestorm, the Nuclear Man revels the true nature of the Red Tornado. The Justice League of America receive a distress signal from the Elongated Man. The Elongated Man and Zatanna, are drawn into the rift in space. Sutton follows the Red Tornado's trail. The Justice League of America resolve a crisis situation at a hydro-electric plant. Sutton, appearing as if she is going to commit suicide, leaping from a bridge, is rescued by Geo-Force. The Black Canary, Firestorm, the Nuclear Man and the Green Arrow, meet with the Batman, Black Lightning, Geo-Force and Sutton.

    Superman attempts to close the rift in space, but is forcibly repelled. Using his telescopic vision, Superman sees the Martian Manhunter trying to destroy one of the weather-controlling satellites. Superman flies into orbit, to assist J'onn J'onzz, the Manhunter From Mars. Geo-Force attempts to close the rift. Increasing the gravity around the rift begins to draw objects towards it. The Black Canary, Firestorm, the Nuclear Man and the Green Arrow are drawn into the rift. The rift closes before the Batman and the Outsiders, can follow. The Black Canary, the Elongated Man, Firestorm, the Nuclear Man, the Green Arrow and Zatanna emerge through a second rift, that has opened over the hydro-electric power plant.

    The Martian Manhunter, and Superman, destroy the three weather satellites. When Vibe arrogantly declares the crisis over, the Green Arrow punches him. Zatanna notices the absence of air currents, and the build-up of air pressure. A tornado emerges from the rift in space, then coalesces into the form of the Red Tornado. With the power absorbed from the weather controlling satellites, the Red Tornado has become a true force of nature. Driven mad, the Red Tornado decides that to save the world, mankind must be eliminated. The Justice League of America run interference, to buy Superman time to collect he Red Tornado's remains.

    Superman drops the Red Tornado's android remains into the Red Tornado. Firestorm, the Nuclear Man, attempts to fuse the Red Tornado's android remains around the elemental form of the Red Tornado. The Red Tornado, however, is too far gone to allow such a tactic to succeed. Sutton dives into the Red Tornado, to reason with him. Sutton convinces the Red Tornado to resume a more human form, and scale, and try to achieve his goals, working with the Justice League of America. The Red Tornado greets his old comrades with open arms. Superman flash freezes the Red Tornado, with his super-breath. Firestorm, the Nuclear Man imprisons the Red Tornado, in a steel block.

    The Red Tornado bursts free, growing, once more, to gigantic size. Believing Sutton has betrayed him, the Red Tornado renounces all ties to humanity. The Red Tornado charges the Justice League of America with saving the world from the Anti-Monitor, but warns that a reckoning will be forthcoming.
