    The Lady A, a yacht, has been anchored, for several days, in an undisclosed location. Captain Lash, and his modern day pirates, capture the yacht, enveloping it within their own vessel. Tracking the Lady A are the Black Canary, the Green Arrow, and Agent Jones, of the Central Intelligence Agency. The Green Arrow reflects on the case. Abigail Horton, the president of Horton Chemicals, had been murdered. Horton left the bulk of her fortune, and controlling interest in Horton Chemicals, to Oliver Queen.

    Horton's family were outraged. In the course of the investigation, Queen survived three assassination attempts, and as the Green Arrow, a run-in with Count Vertigo. Horton's son, Theodore, Junior, was revealed as the murderer, but was, himself, slain by Count Vertigo. The entire case centered on Horton Chemicals' discovery of a fuel alternative, the sole sample of which lies hidden somewhere aboard the Lady A. Spying a tanker near the Lady A's last known coordinates, the Green Arrow plays a hunch.

    The Green Arrow dives his plane towards the tanker, which opens fire on the aircraft. The Green Arrow maneuvers the airship out of the line of fire. Certain of their target, the Green Arrow leads the Black Canary, and Jones, on an all out assault on the tanker. The Green Arrow opens with a smoke arrow, to conceal their boarding of the tanker. Then, all Hell breaks loose, as Captain Lash's mercenary army engages the Green Arrow's boarding party.

    Meanwhile, inside the yacht's cabin, Captain Lash searches for the fuel alternative. The Black Canary, the Green Arrow, and Jones take out the mercenary crew. Captain Lash discovers the fuel alternative, hidden in a bust of Horton's husband. With the mercenaries defeated, Captain Lash engages the Green Arrow in combat, pitting his acumen with a bullwhip against the Green Arrow's archery skills. Ultimately, the Green Arrow defeats Captain Lash, even saving his foe's life from a fatal fall.

    Unfortunately, though Captain Lash is saved, the fuel alternative drops from his belt, into the sea. The Green Arrow interrogates Captain Lash. The Green Arrow pays a call on Horton's daughter, Cynthia, and her husband, Lord Gerrold Sinclair. Also present in the house are Horton's brother, Maxwell Stein, Horton's lawyer, one Mister Thorndyke, and Thorndyke's junior partner, Deidre Wagner. From the shadows of the trees, the Green Arrow watches Sinclair.

    Jones phones Sinclair, luring the Lord to his office, and away from the innocent residents. The Green Arrow confronts Sinclair, only to find him shot. Cynthia reveals herself to be the true mastermind behind the plot. Cynthia, and the Green Arrow, take aim at each other. Dying, Sinclair's final act is to murder Cynthia. The case has closed, though more tragically than the Green Arrow had expected. The Green Arrow, as Queen, turns over the Horton fortune, as well as controlling interest in Horton Chemicals, to Stein. The only inheritance Queen wanted was a pair of crystal goblets. Pouring wine into each goblet, Queen toasts the memory of his great friend, Horton.
