Gan "Duke" Nguyen was a highly liberal Vietnamese-American talk radio host in Seattle. He cares deeply about the poor and discriminated masses in the underbelly of the Emerald City, and had a bone to pick with one Senator Garenger, who was running for governor.

He and Dinah Lance meet through mutual friends, and end up sharing a ferry ride back to Seattle. Dinah realizes that someone is targeting Gan because of his outspoken activism against the drug problem in Seattle. Together he and Dinah stop the drug trafficking done by Senator Garenger's son.

Later, he helps Dinah look into a problem with a rise in crime in a poor area of Seattle.
