Little is known about the Militia and it's members.
They are hired by the NSA director Robbins in order to confront the Freedom Fighters. In fact, Robbins is making a P.R stunt to renew people's faith in his team. The militia attacks a CIA headquarters, waiting for the Freedom Fighters. Black Condor has to battle Gas Chamber, Master Task attacks Miss America and Seducer tries his powers against the Ray. When the Ray takes down Seducer, he is attacked by Thunderer who hits him harshly. When the powerhouse is about to do the ultimate blow, Phantom Lady, severely drunken, appears and cuts in half Thunderer with his warp power. The others members of the militia, surprised by so much violence for a supposing false battle, flies.
