Fujimi Shobo has existed in multiple forms of the decades, but always as just a part of the much larger Kadokawa group (the face of which is usually Kadokawa Shoten). It is one of the group members that also produces manga but that is not the publisher's primary focus. Though the publisher's main manga magazine (Monthly Dragon Age) only launched in 2003, their oldest ongoing magazine (Monthly Dragon Magazine) started in 1988 and is focused on light novels and some of the more popular ones have gone on to have manga adaptations in Dragon Age (though some manga have also been serialized in Dragon Magazine, they are not the focus).
