    Because his ineptness borders on insanity, his origin is muddled at best. According to him, he was "genetically engineered today for our nation's tomorrow". However, he is shown as being a man born in the Great Depression that gain his "powers" from convoluted events parodying the origins of Daredevil, Spider-Man, Hulk, Batman, Fantastic Four and etc.

    His sidekick is an ex-stripper U.S. Angel.
