With the success of Doctor Who Adventures in Time and Space three years earlier, reprinting stories of past Doctors taken from the entire run of Doctor Who Annual to coincide with the departure from TV of fourth Doctor Tom Baker and the arrival of the fifth Doctor, Peter Davison, World Distributors decided to repeat the experiment in 1984 when Davison left and new incumbent Colin Baker took over. They reprinted all the stories from Adventures in Time and Space, with additional stories taken from the 1983 to 1985 Annuals (released 1982 to 1984 respectively), though by dropping filler features the new volume, Journey Through Time, still came in a few pages shorter than its predecessor. The UK cover is almost identical to World Distributors Doctor Who Annual 1985, which was released around the same time. In 1986 Journey Through Time was reprinted for the American market, with a new cover that replaced Colin Baker's Doctor with the TARDIS, presumably considered more recognisable to US viewers.
