A mad unstable scientist who seems to have a certain fondness for bricks.
Recently released from prison, Doctor Scurrilous plans to take revenge on the heroes that placed him there. While in prison, his rusty servent Wimbledon continued building Doctor Scurrilous's creations and waited for the doctor to return from prison. Right when Scurrilous was released from prison, he immediately kidnapped Hobo and tried to kill him, but Hobo managed to escape. Doctor Scurrilous then kidnapped the heroes of Metroville but was ultimately thwarted by Superior Boy and Hobo and finally emasculated enough to stop his evil ways.
