The Legion of Super-Heroes, severely diminished in number due to various missions, are briefed on the five most dangerous super-villains of the galaxy. They also learn that a living cloud called the Sun-Eater is going through the galaxy, eating stars. The Legion try to recruit superheroes, but to no avail. Feeling like they have no choice, they decide to recruit the five dangerous super-villains to aid in their endeavor. The five villains each agree to help since if they don't, they would perish anyway.
