No, but I would imagine that she is simply an American from Boston, Massachusetts with British ancestry. I don't know how many generations, though.

She's an American who speaks with a British accent for the fun of it. There's obviously more psychological reasons behind it, but that's the gist.
British accents are classy and emma frost is trashy..... its ironic to me
She likes how it sounds, so she uses a fake accent. Cyclops mentions that it is fake on a number of occassions, and I'm pretty sure Morrison did, as well (he was pretty open about her plastic surgery and general snobbery). See panel #3.

Emma's accent is all part of the facade she wants the outside world to see. All the changes to her body, the revealing clothes, the attitude, all of it is her armor she developed to swim with the sharks (Hellfire Club and associates). After all those years she may not even be able to let her defenses down entirely for anyone, even Scott.
After a decade as a predator, it's not easy to relate with the prey.
No she's from Boston. Not sure if Emma Frost's accent is fake or not but when she was in college, she had a telepathic battle with her British roommate. Her roommate Astrid Bloom ended up getting desperate and locking Emma's mind in her own (bad idea) and Emma got to see her entire life and all her experience and broke out. It's possible Emma ended up getting the accent transfer and decided to keep it. Astrid even uses Emma's ways of speech and calls everyone "dear" and "darling".
