She can't but the Cuckoos can, they turned only their heart in diamond permanently to contain the Phoenix, and they could use their telepathy while in their diamond forms. They're sort of enhanced version of Emma Frost. But however she's the best telepath and the best with her diamond form, and she doesn't need to use both of her powers at the same time, she's original the way she is, with two completely different powers that made her a powerhouse. And she would be too powerful if she could use diamond form and telepathy at the same time, because she would be invulnerable, super-strong and able to lobotomize others at the same time, she would be unrestrainable :)
