Elixir can pretty much kill anyone, including wolverine right?

Elixir was one of the students at Xavier Institute and is known for his ability of biological manipulation which allows him to both restore life or take it on a whim, and is capable of incredible feats being one of the few active and confirmed Omega-level mutants. He is now a part of the New Mutant nation of Krakoa as a member of the Five.
Elixir killing
Technically, but only if they're unconscious & can't fight back. For instance, he couldn't kill Stryfe because Stryfe fought back and forced Elixir to heal him again. Wolverine's healing factor would quickly undo any damage that Elixir does, even if he was unconscious. Apocalypse could either recouperate or possesses Josh's body.

Essentially she still had the x-gene but it was being suppressed. Scarlet Witch removed the x-gene from everyone that lost their powers on M-Day.

That was before he developed the black side to his powers that kills. He was just the healer back then, so any physical contact (like a prolonged kiss) would unconsciously heal that person.
He's only killed two people; one was a human who couldn't fight back, the other was Wither whom he surprised by having a similar mutant power (Wither only knew about Elixir's healing). If he wants to fight someone like Wolverine, he has to sustain physical contact long enough to switch off his healing factor. Again, that comes down to facing his opponent while they're unconscious... otherwise Wolverine would break free from Elixir's graps before he could do anything to his healing factor.
So while in theory he can kill anybody, he's still very inexperienced in combat. That's why he was unable to kill Stryfe (even though he tried his best), and that's why it's unlikely he can kill someone like Wolverine who has centuries of experience.

And say if Wolverine doesn't know it's coming? And I mean he doesn't have any idea what Elixir is about to do because why would he? It only takes a touch.
