History
Electro was born as Maxwell Dillon. His parents, Jonathan and Anita Dillon lived in Endicott, New York. Jonathan was a struggling accountant, which caused the family to often move. This made making friends for Max difficult. When he turned eight, his father abandoned the family entirely. Because of this, Maxwell's mother became very overprotective of him until, some years later, he told her wished to become an electrical engineer. His mother convinced him to take a job as the lineman instead.
While working on a broken power line, Maxwell was struck by lightning. This resulted in a mutagenic change in his nervous system, which basically transformed him in to a walking, breathing electrical capacitor. Using the name of Electro, Max turned to a life of crime. He chose J. Jonah Jameson as his first victim, breaking in to the Daily Bugle and stealing Jameson's safe. Naturally, Jameson blamed Spider-Man for the robbery, claiming Electro was an alternate identity. This prompted Spider-man to clear his name and to confront Electro. During their first confrontation, Spider-man was nearly killed when he attempted to grab the immensely charged villain. Electro was eventually defeated when Spider-man used a fire hose on him, causing him to short-circuit.
He fought Spider-Man and other heroes countless times. After attempting (and failing) to take New York's power supply, Electro tried to end his criminal career. Eventually, when Kaine started to kill enemies of Spider-Man, Electro feared he was next and quickly joined Mysterio and his Sinister Six The group tried to defeat Kaine but Kaine disappeared and the group disbanded. Electro then went back to normal life.
The Rose offered Electro more power, if he would become an enforcer. Electro and The Rose both accepted and Electro was sent to kill 'the true believers'. Electro succeeded and got his powers amplified. Electro then attempted to take the New York Power supply but Spider-Man defeated him again. Electro then fell into the Hudson River and he died. He did not stay dead for long though, he eventually resurfaced with the rest of the Sister Six. His powers were back to their original state and he now sported a blue and white costume. When Venom betrayed the Six, he attacked Electro and left him for dead. After a few battles against Spider-Man, he joined the Sinister Twelve, but yet again the team was defeated by Spider-Man with the assistance of some other heroes.
He was eventually hired by Brainchild to take Karl Lykos off the raft. This caused a massive breakout on the raft. After the breakout, Electro tried to run away with his girlfriend but he was defeated by The New Avengers.
Powers
Electro has the ability to generate and absorb electricity, and when he is fully charged, his strength is somewhat enhanced. He is able to perform multiple feats with his electric powers, including projecting lightning blasts, electrifying his body so that anyone who touches him will get electrocuted, clinging to conductive objects by magnetic adhesion, and diabling spider-man's wall-crawling ability by drawing all static electricity out of the area. Despite his potential for being one of the most powerful villians around (possibly on par with Magneto) Electro has never been revered for his intelligence, and has never really understood his own powers well enough to be able to reach his true potential.
Note: In ''Marvel Knights: Spider-Man'', Electro asks a shapeshifting prostitute to take take the form of Fin Fang Foom, saying that he'd found a "new side of himself". Yikes.
Alternate Versions
Ultimate Universe
Ultimate Electro was the product of bioengineering by Justin Hammer. Hammer sold Electro to Kingpin for a real-estate development contract. Kingpin sends out Electro and Electro is defeated by Spider-Man. Electro eventually broke out of jail but he was captured again and put into SHIELD custody. While in custody, he met up with four of Spider-Man's enemies. Together they formed the Ultimate Six and they went to the White House. They fought Spider-Man and the Ultimates there. Unfortunately for Electro, he was defeated by Thor and was put into the Triskelion. When Norman Osborn (Green Goblin) breaks out of jail, many other criminals escape as well. Electro was broken out too and he began working for Osborn. He was sent to Osborn's penthouse to wait for instructions. There he ran into Spider-Man, the two fought and eventually SHIELD got involved. SHIELD and Spider-Man defeated Electro and got him back into custody.

Max have a daughter named Allison Dillon, and is emotionally troubled to not have a stable relationship with his father. She decided to follow in his footsteps on becoming a villain named Aftershock. Knowing this, Max called Spider-Man and Spider-Girl for help. Aftershock faced the father-daughter duo and the A-Next, but after seeing his father, Max promised to Allison that he will be a better father. Because Max powers release a different aura from Allison, when they touch, they cause extreme pain with each other.
Spider-Man: Reign
Electro is one of the villains in a group named the Sinner Six, assembled by Edward (Venom). He was later killed by Spider-Man by getting knocked on to Hydro-Man causing him to short circuit
