Warren's Doom.
Marvel's attempts to offer an alternate future to its existing titles in cyberpunk is touch & go with Warren Ellis writing Doom 2099. The Fantastic Four dictator goes solo in a weird future he sets to control while pushing to rule North America on manifest destiny and force. The artwork gets a bit messy as the issues progress, some similarities arise with Stormwatch, but concludes as would the series by the end of 1995. Less a horrific story of a super villain than the interpretation of evil to a man set to control it. A heroic tyrant in comics? Look & read.
