Actually those Tom Baker comics are from the Doctor Who Magazine.
Originally Marvel UK actually owned the Doctor Who magazine and all those Tom Baker comics appeared in it. The difference though is that when they were released as comics in America they coloured them in as they were originally in black and white. They have actually reprinted all of the Tom Baker, Peter Davison and Paul McGann comic strips as graphic novels.
All of Tom's, Peter's and some of Paul McGann's being in their original black and white format whereas the newer Paul McGann ones towards the end of his comic strip run were always in colour so they have printed them that way as they originally were.
Panini now actually own the Dr Who mag and have done so since 1995 when they took over the Marvel UK license.
Those old comics are extremely old now and long out of print. There were 23 issues and not every single story was reprinted although it is nice to see them in colour. If you want to get them all I highly recommend getting the graphic novels. Tom has two, Peter only has one and Paul McGann has four.
If you live in the UK, Play has them and so does Amazon. In fact quite a few local shops sell them (WH Smith being one) thanks to the success of the new series. Outside of the UK you could try Amazon.com as they might have them for sale or e-bay if you don't mind auction sites. The graphic novels are as follows:

Only Oblivion and The Flood are in colour. The rest are in black and white. For some reason Colin Baker and Sylvester McCoy's strips have been skipped. There could be copyright problems with McCoy's stories but I don't know why Colin's hasn't come out yet. Hopefully they both will come out sometime as both Doctors have some good comic strips.

For this reason there are a lot of comic strips in them as they have always been a regular in the magazine. In fact some of the older Doctors (William Hartnell, Patrick Troughton and Jon Pertwee) also got the odd comic strip as well though they usually focused on whatever was the current Doctor at the time of the Magazine.
