I would go with Strange. His power isn't limted to the physical and it has effected Galactus. He can avoid SS power by being in astral form.

Doctor Strange. He isn't anybody's herald aka bitch and his sorcery is powerful enough to battle gods... Surfer is all that, but he ain't no god.

Being a god in comics doesn't mean much. There are plenty of gods that mortals are more powerful than. Silver Surfer can take many of them without an issue, like Ares. It seems only Thor, Odin or Zeus are equal or beyond the Surfer.

This Is One Of Tha Battles That No One Can Decide, Cause It's All Just Fanboy Opinion. But In That Case, Here's Mine: Doctor Strange Wins. In Ability, There's No One Stronger Than Our Sorcerer Supreme. There's Barely Anyone That I Think Could Legit-ly Beat him.
